The calculator tries every combination of 23, 45, 49 and 50 seaters that seats your group, then picks the cheapest one. Where two combinations cost the same it takes the one with fewer vehicles, because fewer buses means less to coordinate on the day.
That is the same logic we use when quoting by hand. For 30 people it will put you on a single 45 seater rather than two minibuses, because one coach at $100 beats two at $85 each.
